There are various web boards for WISPs. You should find them searching with Google.com. The community wireless groups can give you ideas and advice on how to set up 802.11 based networks. That is the cheapest way to go by far but has limitations compared to commercially available systems. Some small WISPs are using a mixture of WLAN and proprietary systems depending on the requirements. Some starting points:

doonesbury.com
seattlewireless.net
ask-wi.com
universitypark.org
maokhian.com
digiville.com
nycwireless.net
isp-planet.com
fatport.com
personaltelco.net
qsl.net
freenetworks.org
free2air.org
glennf.com
bawug.org
itee.uq.edu.au
