I believe that was well on its way near 1910.But really took root in the 30's after the great depression.

The American public was more than ready to follow Roosevelt to the trough.

Blaming the capitalist system was easy then and this is a perfect time for a renewed jumpstart.

I'd rather not follow the educated elite.
