I dont know if this can be done in the US :

A personal episode : in the late 70s (I think), there was a strike at the port of Bombay, India.

My dad, was then the "Imports Manager" (for want of a better title!) at his company, and had a ship with a few thousand tonnes of vegetable oil, waiting to unload at port. Every day the ship waited, cost the company something called "demurrage" (a fine in simple terms).

He hired some barges, to unload the stuff mid-stream, and got them to the waiting trucks. It was a 1st in Bombay.

Sure there were some labor problems, but they were overcome with adequate protection for him and the family.
