Quite possible, but why should that ( if so ) have anything to do with motivating both sides towards peace talks? If anything, it should expose the need for that process to begin ASAP to curtail their influence.

Again, a distinct possibility, but conjecture at this point.
Maybe it's Arafat's adversaries ,the same ones who have been continuing with attacks while he was calling for a stop to them.

We don't know( at least I don't ), we can only guess at who or what is making the wheels fall off the peace process.

The list of possibilities is long.
