Obviously there have to be buyers on the other side of any sale - short sale or regular way sale. With a stock like CSCO, those buyers are also likely to be institutions.

However, whether on the opposite side of short sale or regular way sale, my question remains: Why don't buyers just wait to buy on downticks? They don't have to accommodate short sellers. If they want to accumulate stock, why not buy only on downticks?
