The real problem is that the police have to be reactive. I think the guns should be as easy to find as cars. Take the case in Washington D.C. for example. There is a description of both the gun and the car, neither has been found, but at least the police have some methods and clues to find the white truck. There are records of trucks, their owners and whether they have been stolen.
