Is 41 working to delay 43's entry into Iraq until 1-2 months(Sept.-Oct. 2004) before re-election time? That would give Saddam time to violate some part of any new inspection agreement.
Rumored war start up dates are 24-19 months(Nov.2002-Feb. 2003) before election(risky for re-election plans as 41 knows).
