It's not just that he's infuriorating so many people around the world. He also shows the U.S. to be ineffective against terrorism. He lets Bin Laden escape, can't find the anthrax sender, doesn't want to acknowledge a shooter in his own city, and is trying to cover up bombings of french ships. The terrorists are beginning to learn that they can strike, and Junior will strike back at someone else.
