Your perception is correct. South Africa is a good example of this. Every day it moves one step forward and two steps backwards towards increasing poverty, uncontrolled disease, famine and, eventually, anarchy.

Naturally the changes are slow but, over time, one can see what has happened and, of course, imagine what is going to happen --- everywhere.
