Sure, testing a market timer against the goals he has set for himself is important, but what's more important is its effect on your own bottom line. If you're actually planning to commit real dollars to it, then an investment strategy works if it enables you to make more money that other strategies you could use. Any other test ignores the financial realities of your portfolio.
