The networks ALWAYS cover a speech when the President asks them to. The White House did not ask them to this time. Presumably that because they knew no new policy ground was going to be covered. The President gambled that they would interrupt their profitable prime time shows to cover the speech anyway - even though he did not ask them to - and he lost the gamble.
