Sorry, Bill, but I'd give W no more credit for being "proactive with fiscal stimulus" than I would blame for last year's recession (or this year's if we discover later that we are in one).

The deficit is a result of declining tax revenues, but not so much from the tax cut as lower profits/income and capital gains, and increased military/security spending, but not so much from planned increases as a reaction to 9/11.

Remember, the tax cuts were phased in, with very little actual cuts the first few years, and Bush had not been pushing from very much in the way of new military spending until after 9/11.

That said, the phasing in of the tax cuts was a bad concession to the democrats to get the package passed and now the dems want to take the cuts (that we still haven't seem the benefit of) away from us. I'd give them all a D- on their ECON 101 exam.
