I can understand that ruling but I disagree. Iraq is in blatant, long-standing non-compliance with the 1991 cease-fire. The 1991 war is still on as far as I'm concerned. That's why I agree that legally Bush doesn't need UN or Congressional approval to proceed. globalpolicy.org
