There have always been boundary and territory disputes in the region, but Iraq did not exist before Kuwait did. Baghdad had always wanted Basra for its proximity to the sea and for its oil, but it never ever had claim to Kuwait.

Regarding Hussein's claim to Kuwait, you are are being confused by a 1990 boundary dispute caused by Kuwait's slant drilling into Iraqi territory. That was resolved by the UN, which gave the fertile land to Kuwait as restitution after driving Hussein out,
