The Unions choice of timing was terrible.

It was a lock out. i.e. the management were not happy with the "go slow" and the refusal on productivity and technology deals. They choose the timing.

Consiricy theorists could say....

Big Guy (Mr Burns type): "Ok inventories are building like crazy everywhere. We are going into the crapper economy wise. Elections coming up. The implications for our boy Bushy are bad indeed. We are sooo f**ked. Ideas anyone?"

Sycophant #1 (Smithers type): "We sir, there is the Dockers on the West Coast, they are unhappy with proposals for productivity and technology improvements."

Big Guy (Mr Burns): "B-R-I-L-L-I-A-N-T.! Tell them to strike."

Sycophant #1 (Smithers):"We can't force them to go on strike sir."

Big Guy (Mr Burns):"Can't we?? ohhhhhhh!, how depressing. (Burns eyes light up here) I know, we will lock them out for non co-operation thereby implicating the unions for causing the whole sorry mess..."
