Ted I didn't say that they might not want to use force over diplomacy when they think force will work better. I said they don't believe might makes right. I don't understand the connection you are drawing between the two ideas. There is a difference between being confident that one is right plus being mighty and using that might, and believing that the fact that one is mighty makes one right.
