That assumes they are local. The sniper is undeniably dangerous and is subject to just as many maybe's and perhaps and 100% certainties than is Saddam. It makes no sense to send a quarter million American boys to fight in the streets of Bagdad over maybe's that are less certain than the threats we already face. There is more chance that Al Qaeda is behind the West Nile Virus than there is danger from an Iraqi led biological attack.
