No, it is not always a logical fallacy. I have read textbooks that point out that it is matter of context. If the facts are uncontested, and the logic of the argument is available for examination, than it is a fallacy. If the facts and their presentation admit of various spins, and the logic is not fully displayed, but assumes certain tacit premises, it is reasonable to question the author's perspective and background.
