I hope it's not too rude to point out that "overbought" is an impossibility. The term might conceivably apply for a closed end fund, but BEARX's value merely reflects the value of its components and not any buying or selling pressure.

Stocks in general are still terribly overpriced and to try to trade BEARX short term is pure speculation. There are also penalities to discourage this.

For technical anaylysis-based trading, QQQ is much better. It can be bought--and also bought on margin and shorted, none of which is possible with BEARX. Of course, I think most technical analysis is absolute nonsense but if one thinks in that way, the QQQs are better.
