Rights and duties are generally reciprocal. The right of free speech means that the government has a duty to forbear (in all but narrow instances) from censorship. I think that people have a right to have the government act as an "insurer of last resort", although obviously have far one may take the notion depends on the wealth of the society. Nevertheless, I think that a certain amount of aid in times of crisis, or amelioration of chronic problems, is a duty of government. I think that children have a right to have good parents, but that we are not in a position to practically ensure that their parents will be worth a damn, we can only protect children against the worst offenders. I think that husbands and wives have a (moral) right to count on one another, and to expect affection, although, of course, circumstances might complicate matters. Is that enough for now?
