The victims seem totally unrelated. The common denominator right now seems to be the ability to escape without a bystander hearing the shot and getting a good look at either the driver or the vehicle used in the shooting. I believe the targets are random but are singled out at the point of fire due to the clearing for the shot. He does not a miss. Shootie
