That's a great question, and the truth is I'm not 100% sure - I think it makes sense, as you said, that it's the unique combination of human scent (since soldiers get kind of, er, ripe after a few days in the field) and the powder discharge.

It's not a solution for the DC area, unfortunately - there's just too much space. If that was my community, though, I'd try to organize an hourly walkthrough of certain wooded areas in order to deny, at worst restrict, his (easy) use of those areas.
