His benefit is ego-gratification, as is the case with "average" snipers. It's energizing to them. They tend to be white males, around 40,Vietnam or Gulf veterans with second-grade education, and loners to name a few of characteristics. I did not mean we have them every week, of course not. The State could do it, but it is extremely unlikely. They don't need to resort to that, and its effect is too limited. It's much easier and effective for them to do what they've been doing for the last year and a half...
