RAY is the SNIPER!!! His motive is to terrorize the DC populace and then blame it on rogue government. He wants his whacko conspiracy theories to be taken seriously so he's creating a trail of dead bodies leading to the white house. I think he was the real killer of Nicole Simpson and Ron Goldman.
