I think is has to do with vulnerability, as people stand for minutes at the pumps, hands in pockets, waiting. And - while as a NYer my experience is far different - I'd guess that around many rural or suburban areas there are wooded areas.

Perhaps as sophisticated as a statement about U.S. dependence on petroleum products? As simple as a frustrated, former gas attendant?
