Could you explain a little why you are convinced that all these allies who now refuse to get in line behind the US in this quest against Iraq equate "consulting with allies" to "volunteering to self-emasculate American power"? Besides, could you say that the allies have really been consulted? That is, is it really "consulting" when the US president says "We will do it anyway"? Since I am not a native speaker of English and have more than once been insulted on my understanding of this fine language, I looked the word up: "To Consult" To seek advice or information of: consult an attorney. To refer to: consulted a telephone directory for the number. To take into account; consider: consult one's checkbook before making a major purchase. I suppose we are talking about the last sense of the word when we talk about the US' consultations (or lack thereof) with its allies. The definition seems to suggest that the decision-making process does not take place until after the consultation.
