I went through an NRA training program when I was a teenager. The size of our targets at 100 yards were no larger than a dime, and at 250 yards were about the size of a half dollar. He probably failed to kill his intended victims because they moved slightly. Although the .223 isn't particularly powerful, it's still quieter than a lot of other weapons, such as the mentioned .220 swift or 22/250 (and MUCH quieter than a 7mm mag) and who's to say he didn't fashion some sort of crude silencer or flash suppressor? Witnesses hear and see things that sometimes weren't there.
