The idea is to come to a decision together, in consideration of the concerns of all parties.

You're correct that this is the way that consultations sometimes go, depending on the way things are structured.

However, even in the situations you describe, where everybody is involved in the decision making process, the final decision doesn't necessarily satisfy everyone.

If the decision is about what restaurant everybody wants to eat at, or what movie to see, then the decision making is far more egalitarian.

The decision about whether to force Saddam to get rid of WMD isn't really a proper situation for egalitarianism with the world at large.
