Not impaired -- I never said 'impaired', neither did the other hawks on this board.

The Europeans are arguing for their interests; we are arguing for ours. We consider that our national security has been threatened and we will move to secure it; they want us to say "Mother, may I?" before making any move. As we continue to broadcast our new intentions and principles, a new modus vivendi will be arrived it. Periods of change are never comfortable.
