I wouldn't call myself an expert marksman but I can say that I couldn't hit anything other then maybe a hillside at 600 yards with an M-16. I think high percentage head shots at 600 yards using 5.56mm (.223) ammo isn't likely even for a well trained sniper. And if you really have an expert and experienced sniper they would just use something heavier if they needed to hit at that distance.
