Not necessarily. You don't "forget" or need to keep practicing to keep these skills current at this level. The training could have occurred at any point in the guy's lifetime. A fairly accurate weapon (obviously sighted in correctly), a decent scope, and controlled breathing would be all that's required. Even over-the-counter ammo is sufficient up to at least 250 yds (500 yds would be seriously pushing the envelope of a .223, given the size of the target). Anything beyond that takes more effort on the shooter's part, and maybe a commercially available rangefinder for ultimate accuracy, but not necessarily better shooting equipment or ammo.
