If the sniper is extremely clever, with an exquisitely honed criminal mind--and I think this to be the case--the more victims as red herrings he/she can throw into the mix, the better the chances of escaping detection regarding the real intended target. Perhaps the sniper has already claimed his/her intended. In any event, I am sure the police will be thoroughly investigating the victims, their friends and family, lifestyles, etc.

FWIW, I too am leaning away from my proffered theory and more toward the prevailing one(s).
