Tim, Since a long rifle is a bit harder to hide than a small packet of dope and a rifle feed no pleasure need or addiction there is little incentive to own illegal arms. Sure some will buy them, but nowhere in Canada can you buy rifle or pistol ammunition without a permit.
223 does drop a lot at 500 yards, but these are the fast 223's so that minimizes drop, but as I said a 'known' weapon means one I have shot and know the drop at what range. In calm air at 500 yards the drop on a 223 will be 5-6 feet.

Still, that can be taken into account with a range adjustment, but will not be good enough for head shots in most cases.
With gusty cross winds a 223 is not suitable at 500 yards.
Pro military snipers use special rifle up to 1/2" and all their loads are made from one batch of well mixed powder of precise weight and same for the cartridges, all same weight and allow. each time a new batch of powder or ammo comes along the rifle need to be re-called for that amo. That is what enables hits out to ~2500 yards, as we have seen in the Afghan campaign.

I had no idea of how far the shots were from, at 100-200 yards the COE is a lot smaller, under 2", so they are deadly at that range.
