It's not quite that simple. The North is generally richer than the South. This was true all over especially before the advent of air-conditioning, except of course, in the Southern Hemisphere where matters are opposite. There is still a very large gap between Northern and Southern nations.

If incomes are very low, then corruption flourishes as people do desperate things to survive. After the Industrial Revolution in Britain and the concomitant increase in wages, there was a sharp falloff in crime.

So there's your connection between ethics and cold.
