Carter has a misguided idea of "goodness". For instance, years ago when he blurted out that he had committed adultery in his imagination (or something like that) I imagin he said something GOOD when in fact it was probably hurtful to his wife. I doubt he would ever suggest preemptively invading anyone unless they made a FIRST STRIKE directly against USA. However, I am reminded of the words of Benjamin Franklin who was one of our toughest negotiators and a pretty sharp fellow: Who said, "an ounce of prevention is worth a pound of cure". Seems those words still ring true today. jdn
