Here's my proposed investigative approach:

I'm betting that whether this guy is a former soldier or a sniper wanna-be, he's not the mystic, soothsayer type. Ergo, that the Death card was the result of an impulse purchase to suit the act, not something he had laying around the house before the spree started.

So:

1. Go to every store that sells Tarot cards within a 50 mile radius: magic stores, occult bookstores, etc.

How many could there be?

2. Determine when, in each location, they most recently sold some. Inventory and cashier's records would point this out.

Where they did, see if the set matches the Death card left last week.

3. See what the staff remembers, if anything.

Again, how many could they sell, and how often?

4. Additionally, when matches are made, check local security cameras at gas stations, ATMs, etc. on the day of the sale.

It's fortunate that he chose Tarot cards rather than, as tradition would have it, playing cards (in particular, the Ace of Spades). Far more distinct, and far fewer potential sources of origin.
