I'm not sure if it's the same for rifles(although I'll bet that it is), but I bought a pistol a few years ago and I had to get a background check from the FBI before I could take posession of it. I'm fairly certain that the model and serial number of it is on file somewhere. This doesn't prevent me from shooting people with it if I were a nutjob but someday when they declare martial law I'll have to surrender it.
