A couple of points on that. While I agree that anything that can be done about the DC sniper is good, there are probably a million people in and around DC that own a 223. It can be anything from a hunting rifle to an m-16. A list of those people would probably be useless. What are they gonna do? Investigate the activities of a million or more people?

Another point, if your a criminal and because of registration or ownership restrictions you can't legally own a gun. What do you do? Simple you steal one from someone who can. Then you have an untraceable firearm to do with as you will.

The reason no one wants any further registration is because it's difficult to ban private gun ownership when they don't know who has them. If they know who has what gun before they outlaw them they can easily track down anyone who doesn't turn them in. It's just a stepping stone.
