FBI profiler Clint Van Zandt on Meet the Press tonight also expected there were two people involved in each hit, due to the setup time, van and escape requirements.

What he didn't say was whether he thought that included a spotter also at the site of each hit, typical for covert assassination assignments, in this case the assignment being to increase fear in the public, and among Congressmen, who have apparently been told by FEMA not to have outdoor press conferences.

The motive for inciting fear? Who knows.

However we'll no doubt continue to hear the media say: "the sniper" singular rather than "possibly snipers" plural...

The possibility of organized politically-motivated assassinations would be too alarming for the public.

With any luck when caught the sniper(s) won't be summarily executed or have a fatal accident before they can be publicly interrogated.
