This is not a "rule" thing....I may not explain it to your liking here but I'm hypothesizing that even this shooters' mind, if militarily trained, would take another shot other than a kid.

Being set up next to a school was deliberate. He was there for the sole purpose of shooting a kid. This just doesn't feel right to me that a person with any military background would choose this target unless there were no other shots to take.
