It's not as if the IRA was "acting on the orders" of the United States, it's simply that there are a hell of a lot of Irish sympathizers in the US, and so they supported the IRA with money. The Palestinian / Iraq / Iran (and Kuwait, for that matter), connection is similar. Birds of a feather, flock together.

Not that simple, Carl. The IDF found Iranian orders to Arafat telling him not to allow any lull in the suicide bombings in the immediate aftermath of 9/11, a time period when the Palestinians, had they been acting purely in their own interests, should have been laying low.
