Pretty much what happened. And, in retrospect, it badly hurt the economy. The middle class, in this country, finds almost its entire income taxed, while the wealthiest are able to shelter most of their income.

If you believe the wealthiest are able to shelter most of their income, why don't they do it?

Of all periods, why did you pick that one? You could have picked any period from 1980 to 2001 to see the same trend.

Btw, what was it about the period that happened that alarmed you? If you were sleeping soundly from 1980 to 1999, you can continue to do so, because nothing changed, the trend that was in place continues (based on page 25 of the document that you linked).
