These systems will have to be cut back with any country building we pursue in the middle east and Asia.

There may be two problems with that thought. 1st, the Afghans are only getting bare subsistance funding. It's not like there's any infrastructure benefits...emergency food and medicine and make sure the troops are paid. I'm guessing that we'll walk out on the Afghans a second time. Who's gonna stop us. 2nd problem, there's always a bigger debt to be had. That's someone else's problem.
