I don't think they necessarily are, or have anything to do (other than ideologically), with al Qaeda.

Not only that, but attacks on economically or politically relevant targets (if you'd argue that the Washington D.C. area doesn't completely qualify) tend to require a scale which doesn't accomodate hasty planning and requires the element of surprise, the latter of which is harder to muster after September 11th.

It seems, from that perspective, that sniping or other such attacks suit a logical next, or interim, step in an ongoing terror campaign.
