I'm sure the people in the DC area are terrorized, but I'm not at all afraid to visit the mall or fill my tank with gas and I doubt the "rest" of the country is either (save the fear of copycat attacks). The 9-11 disaster sent shivers from anyone visiting Disneyworld to those who commute over the Golden Gate Bridge. A true Al Qaeda plot would likely entail lots more planning and lots more volunteers. To inflict maximum terror, they'd likely plant bombs, use automatic weapons, or at least use military caliber bullets. If they were truly bent on using sniping to terrorize, why not just send a bunch of people off on random routes across the US to pick off people as they go, so no one anywhere feels safe?

That being said, certainly whoever is doing this must be considered some form of terrorist. They very well may be Al Qaeda sympathizers. But I, as of now, see many more reasons counter to the Al Qaeda operative theory than that support it.
