I think the Jihad note in the Baltimore mans van, along with his possession of a similar weapon and Tarot card too, raises the odds of Al Queda roots at this point. As for choice of weapon, hey, the chosen weapon is very effective. Who's to say, if this is Al Queda, what sort of testing phase this may be, and what would come next. If they have few enough willing operatives here, the point could well be to preserve them- not stupid, I'd say.
