Poet, I would think any through-the-window shooting would have to be in a place where people would pretty quickly see and react to it. I'm sure they'd like to go home and see all about what they did on the news. I'm just thinking window because, like a mall parking garage, it adds to the complexity of the shot and hence represents a better challenge. To us it's terror, but to them it appears to be a game.
