i tend to agree with you except for one small point...

"what if..."

the sniper is one of them former military turned militia-wacko who thinks that the current government IS an "illegal government"

Because of that, they attack "areas of influence by the government" (similar to the McVeigh's of the world). i.e a Federal building. In this instance, they are attacking Washington DC where the government seat is, in order to prove the point that the current government does not give a damn about its people.

In their own eyes, they consider themselves 'para military', attacking the government, using para-military/urban guerrilla tactics. In such instance, I believe that it is justified to use the military --if not in full display, perhaps in some sort of "advisory" capacity.

-or- the snipers are foreign individuals trained under military supervision executing urban guerrilla warfare.

Either way, they have proven effective enough to warrant at least some degree of military intervention.

The scary part is that it is happening right here, not in Santo Domingo, or Managua... or whatever...

This sounds too "structured, well planned and executed" to be the work of some misfit jackass on a suicidal mission.
