Yes, it does. And it is being handled the right way, IMO. Now that I think about it, the Military was a lot more able to "Rain Dance" the Civilians under Clinton. They had a lot more freedom of action. Rumsfeld came in with prior experience and a lot of savvy, knowledgeable help.

I was delighted to see that they are cutting back on the Raptor. I wish they would cancel it. Rumsfeld's problem with the Army is that "Armor" is running to show at the moment, and they are "Conventional Army" oriented. When Rumsfeld gets these guys out next year, he will be able to get changes through with a lot less opposition.

It is too bad that we don't have a couple of "Rumsfeld" types to change over the FBI and the CIA.
