I think the Cohen book points out that it depends on the Leaders you have, and their temperament. 41 was not the type to interfere. 43 will probably let Rumsfeld interfere, with 43 getting involved in disputes. I think any operation like Iraq will go so fast that changing plans will be tactical and will not affect the changing of leadership. Rumsfeld's method is to bypass a General if he disagrees with him, rather than replace him.

I am reading Ambrose's "D-Day." I had not realized how good it was. Just an excellent read! The man could really tell a story. BTW, I saw the "Indy" Movie, "My Big Fat Greek Wedding" yesterday, and it is terrific! Probably the best "Indy" made in a long time.
